Jorge Castillo and his wife act as human smugglers, imprisoning Cuban refugees until their families pay a high release fee. If they can't pay it, the captives are taken aboard Jorge's boat, drowned in a fish holding tank, and dumped into the ocean.
Summary[]
Valerie Castillo is found murdered at her husband's auto salvage yard. The police find a seven-year-old boy named Oscar hiding inside the trunk of one of the cars.
Lieutenant Maria LaGuerta quickly forms a bond with young Oscar, and even considers adopting him. However, Oscar's Uncle Roberto is located in Tampa and he travels to Miami to pick him up. Oscar is excited to see Roberto, who expresses the same joy to see his nephew. Roberto hugs Oscar and remarks that he is a special boy. Oscar leaves for Tampa with his uncle, but not before he gives Lt. LaGuerta a kiss on her cheek.
