Coulter was Deborah Morgan's partner in Dexter by Design.
Coulter was influenced by Sergeant Albert Doakes in regards of Dexter's suspicious activities; therefore, as the story progressed, he actually filled Doakes shoes and occupied the same role Doakes had in Dearly Devoted Dexter.
