Detective Coulter was a Character in the DEXTER Novels. Coulter was Deborah Morgan's partner in Dexter by Design.
Coulter was influenced by Sergeant Doakes in regards of Dexter suspicious activities, therefore as the story progressed, he actually filled Doakes shoes and occupied the same role Doakes had in Dearly Devoted Dexter.
